DDA Housing Scheme – Due to inflation the prices of flats are increasing day by day. In such a situation some citizens cannot afford to buy flats. To overcome this situation the Delhi Development Authority has launched a DDA Housing Scheme. Under this scheme, flats are offered at low prices to all sections of society. These flats are offered on the basis of a draw. All the sections of society like the general category, backward class, windows, SC, ST, etc are covered under this scheme. DDA Housing Scheme 2024: 5k ApartmentsAvailable in Jasola, Rohini

The ‘Festival Special Housing Scheme 2024’, which offers 32,000 newly built apartments, will shortly start accepting registrations from prospective buyers from the Delhi Development Authority (DDA). On November 24, registration will open for the flats, which will be offered on a first-come, first-served basis. There will be about 32,000 units available in multiple areas, including as Dwarka, Loknayakpuram, and Narela, across various categories. About 24,000 of the apartments are ready to move into right now, and the remaining 8,500 will be finished within the next six months.

Location and Flat Categories

All five kinds of flats i.e., super high-income group (SHIG), high-income group (HIG), middle-income group (MID), low-income group (LIG), and economically disadvantaged section (EWS) will be covered under the scheme. at the proposed phase, the apartments are offered at Vasant Kunj, Loknayak Puram, Dwarka, Sector 19B, and Sector 14.

More than 1,100 luxury apartments, including penthouses and high-income group (HIG) apartments at Dwarka 19B with views of the future DDA golf course, will be available for purchase for the first time through the agency. There will be an online auction for 647 apartments in Loknayakpuram and 316 MIG (mid-income) apartments in Sector 14, Dwarka. More than 28,000 homes in Narela across multiple categories, 224 EWS flats in Loknayakpuram, 1008 EWS flats in Sector 14, Dwarka, 316 LIG flats, and 728 EWS flats in Sector 19B, Dwarka, would all be made available via the First Come First Serve (FCFS) method.

The main objective of the DDA Housing Scheme is to provide houses to all the people who are unable to buy houses due to their financial conditions. Under the DDA housing scheme, the government is providing houses at cheaper rates so that everyone can have their own house. Eligibility Criteria For DDA Housing Scheme

The applicant must be a citizen of India
The applicant must have completed at least 18 years of age
Only those citizens can apply under the scheme who does not have their wife or her husband or any of his or her dependent relation including unmarried children does not own Full or in part on a freehold and leasehold basis a residential plot having an area exceeding 67 sqm or flat/build-up to house having carpet area exceeding 67 sqm in the urban area of Delhi, New Delhi and Delhi cantonment
Both Husband and wife can apply for flats separately subject to fulfillment of eligibility conditions with the stipulation that if both are declared successful then only one shall be allotted a flat and the amount of application money of the other will be refunded
Applicants can only once submit the application either in their or their own name or as a joint or co-applicant
The individual or joint income of the applicant applying for economically weaker section flats should not exceed 3 lakh per annum and household income should not exceed Rs 10 lakh per annum
There are no income criteria for other categories
The applicant is required to give his or her bank account details in the application form
Applicant must possess a permanent account number
In case of a joint application under the SC or St reserved category, the joint applicant should be from within the family
In case of a joint application under war widows, persons with disability, ex-servicemen and another reserved categories the applicant himself or herself should fall within the respective reserved category and the joint applicant should be from within the family

Refund Of Registration Money To The Applicant

Before applying for allotment of a flat under the scheme applicants are advised to satisfy themselves with regard to location, cost, existing facilities, etc
DDA will not hold any kind of responsibility for any delay in refund of application money due to wrong or mismatch in bank details provided by the applicant
Surrender or cancellation requests will be accepted through the online mode
In order to get an admissible refund of registration money applicants have to clearly mention or her savings bank account number and the IFSC code in the application form
In case of a joint application, the refund will be made in the name of the first applicant only
The bank account should not be NRE/NRO account/current account

If the registration amount for application money has been paid from the account of the firm of the company of the applicant then for the purpose of refunding the applicant’s bank

Some Important Details Regarding Application

The application under this scheme will be accepted only through the online mode
If the applicant wants to apply for more than one category then the applicant is required to deposit the registration amount payable in respect of the higher or the highest category as the case may be
After the submission of the application, the applicant cannot withdraw it
The process of application, issuance of the demand letter, possession letter, conveyance deed, etc, and uploading of documents will be through online mode only
Applicants are required to keep their login credentials safe
The Delhi Development Authority will not be responsible for any unauthorized use of login credentials
Applicants are advised to regularly check the portal for any updates
The applicant is required to give one or more preferences of the chosen subject to a maximum of 7 by filling the locality codes
At least one preference for locality should be filled
It will be assumed that the applicant has seen or visited the locality or flat before giving a preference
No request to change the locality or sector will be entertained

Reservations Under DDA Housing Scheme

15% of the flats will be reserved for applicants belonging to scheduled caste
7.5 % of the flats will be reserved for applicants belonging to scheduled tribes
If an adequate number of applications are not received from scheduled tribe categories then the remaining flats will be disposed of in favor of applicants belonging to the scheduled caste category and vice versa
1% of flats will be reserved for applicants of war widows and those receiving liberalized pensions from armed/paramilitary services
1% of flats will be reserved for ex-servicemen
5% of flats will be reserved for persons with disability.
If sufficient numbers of applications are not received from the above-mentioned category then the flat will be offered to the undeserved category

DDA Housing Scheme Awaas Software

This time the DDA Housing Scheme will be implemented through AWAAS software. Through this software, all the formalities will be completed online like application, payment, possession, etc. Applicants are required to visit the DDA office only for the execution of conveyance deeds. In the total cost of flats offered under the DDA housing scheme, premium cost, cost of construction, and surcharge on the land premium will be included. Unit Cost is required to be deposited within 90 days. The allottee will receive the digitally signed possession letter of the flat online and the allottee will have to upload the required self-attested copies. He or she can also reserve a date for physical possession and date of execution deed through online mode. The flats allotted through DDA Housing Scheme can not transfer or sell for 5 years.

Period Of Payment Under DDA Housing Scheme

Within 90 days from the date of issue of demand cum allotment letter the cost of flats is to be deposited
For the allottees subject to payment of interest at the rate of 10% per annum further three months will be provided for payment
Delay in payment of cost beyond 6 months up to further 6 months will be allowed with the approval of VC, DDA with panel interest @14% subject to the condition that at least 25% of cost has been received
Allotment of the flat will be automatically canceled without any notice if the demanded amount is not paid within the stipulated time. In this case, the entire registration amount will be forfeited

Method Of Payment Of Demand Amount

The registration or application processing fees can be paid from any account

Position Of Flats

When the allottee has paid the dues and completed all the required formalities then only the possession of the flat will be provided to the allotted
The possession letter will be issued through an online mode
The allottee has to issue self-attested copies of the required documents
After getting the possession letter allottee can reserve a date for physical possession through the online mode
If the allotted does not take the possession of flat within 3 months then he or she will be liable to pay watch and ward charges at the prescribed rate beyond the period of three months from the date of issue of the possession letter
Any request for additional or alteration will not be entertained
Any complaint about the cost of flat design and quality of material used or mentioned etc will not be entertained
If the allottee has deposited the full cost but has not submitted the required documents within three months from the date of payment of full cost applicable watch and ward charges will be charged to him or her

Conveyance Deed

DDA is going to issue conveyance deed papers online
Allottee can also reserve a date for the execution of the conveyance deed online
Allottee has to bear the charges for expenditure on e stamping and other expenses on account of registration of conveyance deed
The allottee cannot transfer the possession of the whole or any part of the flat before execution of the conveyance deed
If any kind of sale or transfer is being made without execution and registration of the conveyance deed then such sale will not be recognized by the Delhi development authority and allotment of such flat will be canceled
Allottees are also required to upload a copy of e-stamp papers of the required value before reservation of the date of execution of the conveyance deed
Allottees have to come with all the original documents for verification on the reserved date
If the original allottee dies before the execution of the conveyance deed then the conveyance deed will be executed in favor of the legal heir
The economic weaker section category flat would not be permitted to sell or transfer for a period of 5 years

Inspection Of Flat

The applicants are advised to visit the site and inspect the flats in respect to location, size, and cost

Preferential Allotment Under DDA Housing Scheme

DDA has kept a 5% reservation for persons with disability
Attempts will be made in order to allow the flats to the persons with disability on the ground floor
Applicants belonging to the persons with disability category will have two options of payment that is allotment on a hire purchase basis or on cash down a basis
The initial payment in case of hire purchase allotment will be 25% of the total cost
The rest of the amount will be taken in monthly installments over a period of 15 years
Other than that 5% rebate on the cost subject to Rs 100000 will also be provided
In case the allottee dies prior to the expiry of the stated period of fifteen years then his or her legal representative will be bound to honor the stated condition

Other General Conditions

DDA has the right to alter any terms and conditions as and when required
DDA can also increase or decrease the number of flats
The allotment under the scheme will be done on the terms and conditions mentioned in the brochure, demand cum allotment letter, and the DDA regulations 1968
All the rates, fees, taxes, charges, etc will be borne by the allottee of the registered agency or association of apartment owners
Any dispute shall be subject to the jurisdiction of court/consumer court at Delhi/New Delhi only
The applicants are required to quote the application form number, file number etc in all the correspondence within DDA regarding allotment
In case of any grievance, the application can contact the director, commissioner, principal commissioner or the vice-chairman during the public hearing days. On the financial issues applicants is advised to first contact a financial advisor
It is the responsibility of applicants to check their eligibility conditions before submitting their application
Allottee will be required to intimate the source of payment
The demand cum allotment letter will be issued on the basis of information and documents furnished by the applicant
If at any stage it is found that the information provided by the applicant is incorrect or false then the allotment will be canceled automatically without any notice and the claim of the applicant in such case will not be entertained. The whole amount including application money will be forfeited

Mortgage/Availing Loan

Allottee can avail Housing Loan by mortgaging the flat without out Prior approval of the Delhi Development authority
An intimation regarding the institution to which it has been mortgaged must be sent to the concerned director

Misuse, Additions And Alteration

Flats allotted under the Delhi development authority’s Housing scheme will use only for residential purposes
Allottees can neither subdivide the dwelling unit nor amalgamate it with any other dwelling unit
Allottees cannot make any structural additions or alterations

Responsibility For The Maintenance Of Common Portions And Common Services

Successful applicants require to become a member of a registered agency or association of apartment owners
This association will form for the purpose of maintenance of common portion and common services
Only one RWA will register for one pocket. All the allottees of each pocket shall mandatorily have to become members of the concerned RWA
Contribution towards maintenance fund shall recover from the allottees
The maintenance fund collected should be placed in a Corpus
Civil and electrical maintenance of the newly constructed flats will carry only from the interest arising out of the Corpus
The DDA will not contribute toward maintenance

General Principles Of Maintenance Of Flat

After taking over possession of the flat the owners are fully responsible for internal maintenance
Major repairs including whitewash of external will carry out on the need
In those schemes where the maintenance deposit has been taken by the Delhi Development Authority, the major repairs will be carried out with the money available from interest
Day-to-day maintenance will be the responsibility of the concerned RWA
For common areas, the responsibility of maintenance will be on the urban body
Till the time the common area is handed over to the Urban body, the Delhi Development Authority will be responsible for the maintenance
For those facilities that are common to more than 1 RWA like Community Centre, Gyms, etc then the responsibility of maintaining it lies with the Delhi Development authority
A separate fund is required to be maintained by the RWA for the day-to-day activities
